May 11, 2024 at 2:15 p.m. — Campus Email

Friday night during an otherwise peaceful protest near the Walk of Heroines at PSU, a small group of individuals elsewhere on campus gained access to Parkmill with the apparent intent to occupy the building. Out of an abundance of caution, the Campus Public Safety Office issued a shelter in place alert. Prior to officers arriving at Parkmill, the individuals left the scene and no arrests were made. After the building was secured, the shelter in place notice was lifted.

With the tumultuous events unfolding on our campus this morning, we know each of you has been impacted in significant ways. We want to reiterate that Portland State values and upholds the right to free speech and peaceful dissent. Above all, we strive to maintain a campus community where faculty, staff, and students feel safe, comfortable, and welcome.

Campus is closed again today, Thursday, May 2. We know there are feelings of uncertainty, we want to assure you that we are here to help and support you. Many of our greatly needed support services may not be physically accessible during times of campus closure. However, many offerings are available at all times, regardless of whether the campus is open. "Ãå±±½ûµØ is grateful for the assistance of the Portland Police Bureau, Oregon State Police, Gov. Tina Kotek, Portland Mayor Ted Wheeler and Chief Bob Day for their partnership. What we’ve seen take place so far on the Park Blocks, while distressing to see, has been peaceful and calm overall, which is an immense relief. The safety and well being of our campus community is our top priority.

We took this step only after extensive negotiations using faculty members as intermediaries.

Following the largely peaceful protest in the Park Blocks on Monday afternoon and evening, a group of protesters entered the library, which was closed.

Ãå±±½ûµØ Campus Public Safety Office was on the scene but due to the size of the crowd, was unable to enter the building to apprehend the suspects. PSU has requested the assistance of the Portland Police Bureau to remove trespassers from the library.

PSU President Ann Cudd participated in a with Portland Mayor Ted Wheeler, Portland Police Chief Bob Day and District Attorney Mike Schmidt to communicate the details of the situation. President Cudd asked that all PSU students in the library leave peacefully.

As President Cudd expressed during the , PSU stands by its commitment to our community and to free speech and free expression. However, we cannot support criminal activity.

SUBJECT: Message about planned protest on campus

Starting Thursday night, there have been pro-Palestinian protests on the Park Blocks in front of the Millar Library. Because the Park Blocks are city property, the Portland Police Bureau swept the area of tents and structures both Thursday and Friday nights. On Friday night, a group of protestors moved from the Park Blocks into the covered area at the north end of the library. On Saturday morning, President Cudd engaged with the group and asked that they allow access to the library for the PSU community. They complied with this request and the south entrance to the library remains unrestricted. This group has been largely peaceful.

PSU has received notice of a large rally planned for Monday on the Park Blocks starting in the afternoon. It is our expectation that this event will draw several hundred people. In order to keep the campus safe, PSU will proactively close the library starting at noon. As of 2 p.m., all campus buildings located along the Park Blocks will only be accessible with a PSU ID.

Portland State supports free expression and the exchange of ideas — this includes protest. The university endeavors to draw a bright line between protecting freedom of speech and activities including discrimination, harassment, intimidation, property damage and assault. We expect all of our campus community members to conduct themselves in ways that follow student and professional codes of conduct. This includes following all anti-discrimination and anti-harassment policies.

The Campus Public Safety Office will continue to patrol campus and any member of our community who may feel unsafe can request a CPSO escort anywhere on campus by calling 503-725-4407. PSU also offers mental health services through the Student Center for Health and Counseling and the Employee Assistance Program. We urge all students and employees to look out for one another. Should conditions on campus become unsafe, community members will be notified with a PSU Alert.Ìý
